Everytime I start Windows Explorwe off the Start menu [double pane view] WinMe will not shut down. As long as I do not start Windows Explorer off the Start Menu WinMe shuts down ok. Restart works even if I start Windows Explorer. Viewing files via MyComputer [single pane view], no problem shutting down/Restarting. Bootlog.prv shows Terminate=Win32 module is causing issue after Windows Explorer is started off the Start Menu, but does not stated the name of the module [silly]. I restored [Extract] EXPLORER.exe but did not help. Something is getting loaded when Windows Explorer [double pane view] is started. All that I have to do is start Windows Explorer off the Start Menu and then Close it down without doing anything else and WinMe will not shut down. Windows Explorer also from time to time starts to scroll very fast on it own and the PC hangs. Must Power down the PC, Restart carries across the Explorer scrolling issue. Please help.

First do a REPAIR of IE as it has many common files with Explorer and doing so might fix your problem.
To REPAIR IE, reboot system and then go to Control Panel, Add/Remove icon, and select (highlight) the entry for "Microsoft Internet Explorer ... and Internet Tools" and then click the Add/Remove button at the bottom of the window. On the options window, select the "Repair Internet Explorer" option and click OK. When it is done reboot the system.
Because of the scrolling problem, look and see if you have a special driver package installed for the mouse instead of the default Windows ME drivers. If so, see if you can reinstall these drivers or find updates for them.

You could try to disable Internet access by Windows Explorer (as opposed to Internet Explorer) via a firewall. One of the downsides to this is that you couldn't access the Internet within Windows Explorer.
You can do that by going into the firewall program and changing the rules for Windows Explorer to block access to the Internet (maybe both outbound and inbound access). Sometimes you have to get Windows Explorer to access the Internet in the first place (e.g. if you have just installed the firewall). To do that, simply go into Windows Explorer and click on a link in Favorites. Hopefully, the firewall will either automatically configure rules for Windows Explorer or ask you to do so via a popup window.
While my conclusing is by any means not based on exhaustive research, I really think that there is some type of bug or problem with Windows Me related to Windows Explorer accessing the Internet. That's just my guess. Having said that, it may be the case where disabling Windows Explorer Internet access has to be done early on in the process (i.e, shortly after Windows Me is installed or initially used). If Windows Me has been used for a while, it may be too late, although I'm not sure of that. I have found through limited experience that I have less problems with Windows Me when Internet access by Windows Explorer is totally blocked.
