WinME Restart and TCP/IP Problem

I'm not sure, but the (2) problems may be related. Three out of ten times when I access my DUN, the mouse loses "clicking" function, but still can move. I usually click the Win button on my keyboard to restart... then everything works fine.
HOWEVER... on (2) occassions, Restart went into a hibernation type of symptom and wouldn't come out without a hard shutdown! Once this begins to happen, Restart never works again, resulting in me getting frustrated and formatting my system.
