I upgraded the OS on a P3 650 last year from 98SE to WinME on my daughter's computer. It was working until she decided to make some room on her hard drive by deleting some games. A lot of things since quit working, so I tried a reinstall of WinME.
All went well until it got to the restart. It says
"Windows could not upgrade the file %1 from %2
%1 %2 "This repeats over and over until I do a Ctrl-Alt-Del or power it off.
How do I finish the installation?? (Without reformatting the hard drive and losing 20 gigs of baby photos and mp3s)
Tried starting in Safe Mode. Same message.
Ran ScanDisk. It found no problems.
The WinME startup disk says to type "scanreg /restore" at the C: prompt and select a restore point.
I tried it. It says Registry is OK, and it says "No backups were found to Restore" and "System restore operation failed"
Tried re-installing 3 times. Same results.
I've ben told Norton System Works 2000 Live Update feature causes this exact message. I don't have Norton System Works 2000.
I tried the following at the DOS prompt:
Deltree/y Temp
Deltree/y Tempor~1
deltree/y HistoryThis deletes all temp files including the temp file for the installation and then it should boot. It didn't.
H-E-L-P-!!!!!

Cant help you with the error....
Suggestions:
If you have another PC you could slave the problematic drive and recover the data.
Reinstall the drive and fdisk/format it. In fdisk create an extended partition for data storage. This way you can format/upgrade the primary partition as much as you want incase it happens again.Stick around for a tech who may be able to help you with the current problem.

Err Msg: Windows Could Not Upgrade the File 1% from2%1%:2%
If you cant get the computer started will have to do this from DOS.
