WindowsME won't load - msqsrv32

I seem to have a major problem, which I tend to attribute to hardware. All of a sudden, my computer won't boot. After I see my desktop, but before the icons should start appearing, the computer freezes. I push Ctrl-Alt-Del and get to the Task manager which says Msqsrv32 [Not responding]. I press 'end task' and get BSOD. When I reboot, I get the same thing. I tried to format my hard drive and clean install windows - no luck. When the installation process gets to detecting PnP hardware it freezes. I reboot and get the same Msqsrv32 [Not responding] message. Does anyone know what that is? It was working properly for quite a while.
My system:
Mobo: ASUS CUSL2
CPU: PIII800EB
RAM: 2x128MB PC-133
Video: ASUS V7700 GF2/GTS Deluxe
Audio: SB Live Player 5.1
HDD1: IBM 20.5Gb ATA-100
HDD2: Matrox 4.3Gb
CD1: ASUS DVD E608
CD2: HP CDWriter Plus 9350i IDE
Windows ME

Boot into "dos" with the Windows ME boot disk...at the prompt type "Scanreg/restore". If you have had a good boot at one time, it will give you a list of good boots. You can choose one of them and restore your registery.

kan iemand mij in het nederlands uitleggen wat de foutmelding 'msqsrv32 reageert niet' wil zeggen en hoe dit kan opgelost worden?

what if you aren't running ME & don't have a ME boot disk? can you still boot to DOS with a WIN98 disk & run 'scanreg/restore'?

My computer is HP Pavilion XE783
