WindowsME Start Bar Smoothing

Remember Windows 98/SE how the Start Bar would Glide up when you pulled your mouse down? Now in WindowsME it Jumps UP when you pull your mouse down to bring up the Start Bar, if you have it hidden.

Anyone found a way around this to make it Glide again?

Right click your desktop. Select properties. Select the Effects tab. Check show window contents while dragging.

This is not the same.
What I'm talking about is the Start Bar only. I already have this checked. This sucks! Why did MS have to change this?

WindowsME is the only one that does this, popup Start Bar thing. Windows 95/98/98se/2000 worked fine.
