Windows will not load/Setup Updates

Can someone here please help me? Everytime I turn on my computer, it loads to this blacks screen, then at the bottom this message shows up..." Wait as Setup updates your configuration files..this should take a few minutes".. A few minutes!?!? Its more like 20-30 minutes. It's really pissing me off that I gotta wait 30 minutes everytime I turn on my computer. This started happening just last week. Please help me.
Also, how do I uninstall this program called " Xupiter" and "rpravokigle"? I've search for them in my Add/Remove program list but they're not there. I've also searched for them via Window's Search but can't find them or the files don't exist. Are they viruses?
