That is one of the error codes listed in the Windows Update "Get help and support", Windows Update Troubleshooter page. You need to check and set your system Time and Date and make sure it is correct. If it is OK, then they have a procedure for checking that the SSL Certificates are valid.
2) Check that the System Restore function is enabled. Disable System Restore for information on it.
If all else fails, you could try deleting the HIDDEN C:\Program Files\WindowsUpdate folder and let the Windows update site create a new one with the latest version of the update files.
