Go right ahead. If you have a look at temp files, shows that they are old and programs etc that have been run before. Don't worry i had the same problem with my temp files. Deleting them won't do nothing bad. If you delete them, you will still get more anyway, so better deleter before build up anymore. I had over 100MB temp files once, very annoying.
Restart your computer first, in case any of them are still in use.
