Windows ME will not run

When I start my computer, windows begins to boot up then just stops. I hit Ctrl+Alt+Del and all I see is Osd. It seems to just give up after Osd is loaded. Its worked fine before and its a complete mystery to me why this is happening.

The exact same thing happened to me last night, that is why I am here now. I have never had anything like this happen before. After the networking user box is displayed and I enter the default, the machine acts like it is going to start loading Windows, but nothing happens. When I Cntrl + Alt + Delete, not one program is running. I was able to use a rescue disk to open MS DOS and used scanreg/restore to restore to an older point, but when I do I lose alot of my favorites in IE due to the fact that the resore point is a few months old. If anyone can tell me how to fix this problem so I can restore back to last nights settings I would appreciate it. thanks in advance
