Windows ME reboots during startup

Windows ME installs as an upgrade on top of Windows 98se. Whenever it attempts to boot, the computer. No matter what boot option I choose, (safe mode or step-by-step confirmation answering no to everyting) it reboots. Any solutions? Everything is installed on a fat32 partition on an SATA HDD of 500gb
And I'd seriously start off with 1GB then maybe 2GB - 4 GB in ME is ridiculous, if you want all 4 GB of RAM to be recognised and used properly then use Vista 64 bit.
