Windows ME looping on startup

I got a computer from a friend. He said it had some problems and when I took it home and turned it on the Windows ME setup was running. It would run good till it got to IBM costumizations. It makes a click sound on 5 of 29 then the computer restarts on 13 of 29. If I can't fix it I will use it for parts for my other computers. Anybody please help me!!
