OE:0828:C0012D2C
I continually get the above error message when running Microsoft Explorer. I have tried to uninstall and reinstall several times, with no success. In fact, I have trouble entirely deleting Explorer. This just started about a month ago and I've had the PC for 9 months. HP Pavillion. Please help!

Howdy, Well I would suggest you restart the system in safe mode and see if you can dupliate the problem. A lot of OE problems are because of bad/faulty memory and all those fun numbers after the OE error are useless to be honest, 99% of the time. If you go to start, run, type in MSCONFIG, select advance and place a check mark in Show startup menu, something like that. When you restart you will get the boot menu. choose safe mode and see if the problem still persist, if it does. You most likely have a hardware problem. I will check technet though for ya.

The error will be 0028 and not 0828 (that typeface is hard to read on that blue background).
These are typically Vcache errors and can be caused by many memory related problems. Have you added any memory lately and is it the same type that you had installed initially? Also are your BIOS settings for the memory access speed set to the correct value? This is guaranteed to cause 0028 errors.
