Windows Me Can Not update the file

Ok my computer was a gift years aga so i dont have any of the start up cd's so i cant reconfigure my problems with the fix it cd

. scanreg /all
.scanreg /restore
.i have scaned both the disk and surface fixing some problems
. i have tried useing a back up file from earlyer when my comp wasn't sick .
Any help would be great ,Respectfully

Yikes! What happened there? LOL

First of all, what's your CPU speed and RAM? What files can't be updated? Can you boot into Safe Mode?

A dummy _RESTORE file keeps updates from being installed.
