Windows Explorer not Responding

I have an Everex PC with Athlon900 running Windows ME. Whenever I start normal, it freezs and mostly due to windows explorer not responding, by checking the task manager. I end the task and another explorer process will come up and freezes the system. I boot into safe mode, and it is fine, except that the help and support can not finish loading. Whenever the normal startup failed, I boot into safemode and find that the config.sys file is empty. Any idea what is going on and how to fix the problem? Thanks. BD.
