Win ME/IE 5.5 file download problems

Hi all,
Been surfing the boards for a week looking for info on any known issues/fixes for Internet file download problems people are experiencing.
I'm on an AMD 1.3 128MB using Westel WireSpeed DSL modem and SWBell Internet Service. Tried both Enternet 300 v1.5 and RASPPPOE .95 PPPoE adapters. Tried both IE 5.5 SP1 and Netscape 4.72.
The problem is:
When I try to download a file, either through clicking a link or right click and "save as" the file download is initiated, but stops after the first packet is received (8-12Kb). The download will not continue past this point. I've tried a download manager (GetRight 4.3) and it doesn't work either.
I can browse with no problems, just downloading files is a problem.
