Win Me can't refresh IP from DHCP s

Hello, i have problem like in the topic. My ISP uses DHCP to provide IP's, i have problem becouse my IP has changed to diffrent and i'm sure it is wrong. I tried to uninstall the card form PC (from system menagment, and network-all protocols etc.) and install to a diffrent PCI slot, without changes IP didin't changed. I try to use winipcfg to release and refresh IP and didn't help. I see that the NIC is sending/reciving data (leds). Please help this is very important- cannot work and send documents !!!
