Win Me can't access the network

I have 2 Win ME computers. they are connected to cable internet through router + 5p switch. i reinstalled windows on one of them and everything was fine (i did that couple of times). this time i can't access the network. my other comp can browse through my stuff. internet is working on both, but when i ckick on entire Network under My Network Place i get the message about the access.
i ran network diag and everything is ok. netBEUI, TCP-IP, IPX-SPX installed. Main logon "client for ms networks". when i set the default protocol under netBEUI i could browse the nethwork (though MSHOME wasn't there) until i restarted my comp.
