Win ME Boot Error

I recently got infected with the CIH virus which screwed up my OS. When i shut down and turn on my machine again next time i get an error at the Windows ME logo saying something like :
"Windows is bypassing your startup files. Minimal Network Settings will be loaded if available. Press CTRL+ALT+DEL to restart..."
It would either load into Windows in safe mode or stay there for a long while. If i pressed ctrl+alt+del it would reboot my system and load into windows fine.
Well i used the innoculator and cleaned out the virus using AVP and a 2nd check with NAV. All my programs were fixed but i still get the error at the logo screen. I tried reinstalling Win ME and when it restarted as an installation procedure, that error came up again and it loaded into windows in safe mode, then i had to restart and then it would finish installing. i rescanned and it showed up as no viruses. now everytime i shut down my system and power up again or straight after installing a new program and then rebooting, it would show that error. I used 'msconfig' to see if any of the startup files were causing it but they were fine. i dont know what else to do. if anyone can help it'd be appreciated

Sounds pretty bad. Instead of trying to fix it. I say just format the HHD and install the OS clean.

Howdy, One word (FORMAT) hate to say that but it sounds like you're system is pretty hosed. Just because the virus was removed doesn't mean it did not wack files and you already tried re-installing the OS overtop it self.
