Where's Device Manager? Can't use ports

I'm trying to config my joystick port to use a footpedal for work. I went into Gaming Options to set it up, and it said there were no game controllers at all installed. This ISN'T TRUE! I've tried all the USB ports and none of them seem to work. Meanwhile, it tells me to go to Device Manager to set it up, only there IS no device manager. I've expanded and examined every damn folder in this thing and it JUST AIN'T THERE! I'm a 98 user who got talked into this and am really NOT PLEASED with it at all. Can anybody help???? I'm losing money by the minute.
