You need to tell wich BIOS does your computer have...
(AMI, AMD, PHOENIX, etc)
You see your BIOS manufacturer when entering on the BIOS SETUP screen, or right before that, when the first messages appear after a power-up...
Depending on your BIOS, you will need to look into its sections (STANDARD, ADVANCED, PERIPHERALS, DEVICES, etc, etc) for the COMM ports enabling/disabling/configuration options...
Maybe in your BIOS you will not see "COMM PORTS" as is, but "SERIAL 1"/"SERIAL 2" or "SERIAL DEVICES" or "I/O Ports" or something like that...
Sorry if I have extended too much on this and finally told you nothing, but the question depends on your BIOS manufacturer...
I'm assuming you don't have your mainboard manual at hand... do you?
Once you post in here the requested info, for sure someone will guide you to check the enabling/disabling status of your comm ports..
