It is probably turned off. I forget where you do it now, but I turned mine off a long time ago. Try looking in Help for Splash Screen

gary,
put the windows cd back in and it should come up (autorun). There might be a box you can check that says (start this up everytime my computer runs) but that might be win98 cd only... not sure.

welcome windows? Check this file "C:\MSDOS.SYS" for an entry under options Named "logo=0" If you do change the 0 to a 1 or just remove the line. This is the windows startup screen.
This only other thing i can think of is the tour.. C:\WINDOWS\Application Data\Microsoft\INTRO\CONTENT.HTA

The Welcome screen... the one you get when you boot into Windows for the very first time... is named(appropriately enough) welcome.exe.
Try searching your harddrive for welcome.exe When found, double click.
If this is what you are looking for you can create a shortcut and drag it into your startup folder.
If this is what you want, post back.
