The EASIEST way is to make an "Ultimate Boot Disk" using a working Win ME machine.
Go here and download the program>>>
http://www.startdisk.com/Web2/ubd/ubd.htm

Run the software to make a disk and then use it to start the PC and run the diagnostics it provides.

Essential. If you ever need to format your C drive and reinstal ME, you will need it to start the PC. Everything you need will be on the floppy. If you ever get caught without one you can download it at
http://www.startdisk.com/Web2/ubd/ubd.htm
or
www.bootdisk.com

Well.... It depends on what is causing you not to be able to boot into Windows.

From a bootdisk, you can:

1. Extract needed files from the Cabinet files on the ME disk:
How to Extract Original Compressed Windows Files (Q129605)

2. To Format and reinstall the operating system:

How to Use the Fdisk Tool and the Format Tool to Partition or Repartition a Hard Disk (Q255867)

3. To change the shell to progman.exe and run System Restore:

How to Start the System Restore Tool From a Command Prompt (Q279736)

4. If you are having registry problems, you can run a scanreg /restore to try a booting up with an earlier registry:

How to Manually Restore the Windows 98/Me Registry (Q221512)

5. Edit the registry in DOS with a Windows 95 version of regedit.exe:

Using Registry Editor in Real Mode (Q131352)

WARNING: I wouldn't wish the above on my worst enemy. It is not fun at all.

6. Transfer the system boot files from the floppy to the hard disk using the sys command:

Error Message "This Version of Windows Runs Only on MS-DOS 8.00 " During First Restart (Q274297)

And other miscellaneous commands. For a good list of DOS commands see this site:

Computerhope's MS-DOS site

...so....
What happens when you try to boot up into Windows? Can you get into safe mode? Are there any error messages to work with?
