I am having VxD problems, it says "an exception OE @ 0028:0044005C in VxD this was called from 0028:C1C2C4B0 in VxD voltrack(04) + 00000430". When I disconnect the CD-ROM drive and DVD burner everything is okay, if I reconnect either one I get the same error. I have disabled Static VxD in msconfig. I have tried another motherboard, exact same model, tried new CD-Rom and DVD still have problem.

Have you tried re-extracting voltrack.vxd from the Windows cabs?
First, find out if there are multiple copies on your system by searching for it in Explorer, because multiple copies may be causing problems, or a newer copy may be causing a problem. Then rename the copies you find as voltrackold.vxd or something like that so Windows won't use them. Then go to C:\Windows\Options\Install (or C:\Windows\Options\Cabs on some PCs), find Win 20 which looks like a Zip file (it’s an installation Cab), use an Unzip program (or start, run, msconfig, extract file) to look inside and find voltrack.vxd. Extract it to the C:\WINDOWS\SYSTEM folder to start with and see if that cures the problem after rebooting. If not, try moving it to wherever the old copy of the vxd was and again reboot. If it makes no difference, delete it and rename your previous version back again.

I got same error (exception OE in 0028:C0049810 in VXD called from 0028:C1C39B80 in VXD VOLTRACK(04)+ 00000430).
In my case I found this was caused by some sort of incompatibility of Win 98SE system (and Win ME system also)or component drivers, with Nero INCD formatting Utility, version 4.0 and higher.
In fact uninstalling INCD all works well.
