I've noticed it as well. I've recently installed a new program for a camera, so I can only imagine it is part of its interface. I have taken it out of the Run reg hive...

I have installed software for camera binoculars myself. That is when it appeared. What do you mean you "have taken it out of the Run reg hive..." won't that mean you won't be able to use the program?

... so, really, you had some idea of what it was all the time.
Not everything needs to be loaded & running at startup, but may be launched 'as needed' (much depends on the application though)

... the interests and rights of some individuals take precedence over the interests and rights of others
