USB requires safe mode reboot

Hello everyone!

I just installed a USB keyboard in Windows ME (now it's just a USB keyboard and mouse, no PS/2) for the first time, and it is acting peculiar. Specifically, on every boot, it hangs with a VXD error or a General System Fault. When it reboots, if I select Normal Mode, it does the same thing, but if I select safe mode, let it finish, and reboot, it will load in Normal Mode just fine without complaint! What would cause this; what is different about the reboot after Safe Mode?

I've tried enabling/disabling USB Legacy support in my BIOS (currently enabled), and removing the USB items from my Device manager, each to no avail; can anyone help?

You need to download the usb driver for your keyboard and mouse.Did you get software with them?

Neither came with software; they're both standard HID devices. It doesn't make sense to me why they would work fine after a reboot, but not before.
