USB port won't work

I have an old Toshiba 490CDT with a USB port that won't work - it simply doesn't respond to any USB device connected to it. Previous owner used Win NT which I understand doesn't support USB, but I ran fdisk and formatted the disk and installed ME from scratch. Funny thing is, I can connect a USB 2.0 card into the PCMCIA slot and it works fine - except the machine freezes on shut-down if a USB disc is installed and is not removed prior to shut-down. I would like to have the original USB port working though. No indications of irregular behaviour on the Device Manager.
