Comment:

I fail to uninstall program from control panel-->add/remove program because the file uninstall.log is missing. It means that the program still in my machine, right? How can I remove that?

One more, I run defrag but it never finish, stucks at 41% and the machine goes to hang. I reboot and defrag again, and it goes the same..What about this?

Thanks for your attention. Next time I would like to help you when you need it.

Regards,
Fit

me (by TheCuteLittleMissy), may not be the deal at all, but worth taking a look, applies mostly to a virus or adware. Be aware that ME and XP both have a feature called 'Restore'. A nasty (or any file) can hide there and since it is a 'Windows' file, Windows won't allow any alteration so long as it is active.
The solution is simple (assuming that's the problem), TEMPORARILY disable Restore (in order to 'unprotect'), scan/clean, re-enable restore and try again. May have to reboot.

Your DEFRAG problem is most likely due to damage on the disk drive. If it is hitting read errors, it will slow to a stop. The DEFRAG program ASSUMES that you have ran SCANDISK and corrected all file system errors, and that you have ran SCANDISK in Through mode and scanned the whole disk drive looking for read errors and that YOU have fixed them, by either allowing scandisk to correct the problem (and throw away data and filling the file with zeros if necessary), flagged the area bad, or by replacing the disk drive.

Have you tried deleting the folder when in Windows Explorer ? When I've had this problem in the past , the same as yours ,when I try to uninstall a program in Add/Remove and recieve cannot locate install.log error, if its a app that I have the CD to I put that in the see if it has a uninstall option ,or you can even reinstall the app over itself ,that might replace the missing install.log. Or do a Hard Drive search for anything with the name of that app and delete it from there. You can download TweakUI and remove the entry only from Add/Remove. I also have Norton Utilities ,and after I remove a program manually with the Hard Drive search ,I then run the system check and that list the obsolete registry entries ,I then also delete those !
Good Luck Nick
