Uninstall Program, which one?

Have a Computer on which someone started to "DELETE" some Programs. Don't show up anymore in "Programs" or "Add/Remove". No CD available to reinstall in order to"UNINSTALL"
Does anybody know of a program that will take
out all the Remnents, rather than Deleting what ever is left. Thanks.
