If this is a new drive, you will have to make a partition first.
To see if you have a partition made, using the start-up disk, select......

a:\fdisk
and press ENTER.
Select 'Y' to enable large disk support when asked.
Select option '4' which is view partitions.
It should say something like.....
drive....label....file system.......used
...c.....none.......FAT 32..........100%

If it does not show a partition, it will say something like.... invalid system disc.

Post back if you still have problems and say if this is a new hard drive!!! or if it had Windows XP (NTFS) previously.

'Bad command or filename' is what DOS will tell you if it can't find the file - in this case, format.com - on the floppy drive. Look on the floppy:

dir a:\format

and if it's not there, get a copy & add it or use a different bootdisk.

Fdisk /mbr or NTFS is hardly indicated based on the info given(!!)

I'm not insensitive, I just don't care.

Either get another boot floppy, or go to the HDD manufacturer's website & download their software
