time has a mind of its own

Using WinME and the time is about 14 hours advanced on actual time. The time zone settings are OK and it is not a whole number of hours in difference anyway. When I change it and 'apply' it returns to the incorrect time. If I change the time and hit 'OK' it assumes the correct time till the next minute and returns to the incorrect time. Thanks in advance for any advice.
