Go to start/settings/control panel/desktop themes. There is a dropdown box, click on this until you find the theme you want, click on it, click apply.

Okay, maybe you need to enable it. Go to start/settings/control panel/ add/remove programs and then click the tab at the top that says windows setup. There should be a list there with desktop themes in the list. Put a checkmark beside it and click apply. Then you should be able to find it in control panel. Do what I instructed in the above post. Choose Windows defaults. Then click apply. I think you can then go back to the windows setup tab and uncheck it after you restart your computer, after applying the windows default theme and uncheck desktop themes if you don't want to ever use a theme and click apply.
