If you cannot delete the files within Windows... do it from DOS. To do this:
Boot with a bootdisk. Choose without cd rom support. At the a:\> prompt type each of these commands then hit enter:
c: cd windows smartdrv deltree tempor~1 deltree cookies deltree downlo~1
Pull out the bootdisk and hit ctrl+alt+del to reboot.
This is a good way to clean out the temporary internet files as it also rebuilds the index.dat files located in those folders. If the index.dat files start getting too large, it can cause performance issues with browsing.

Have you tried Disk Clean Up in your System Tools? Or Norton Clean Sweep - does a much better job.
