In C/Windows/TEMP there are scores of files. I know some are temproary setup files unneeded after installation, but many are Wordpad files, some of which seem empty. Are all of these files in the TEMP folder temporary files that are no longer needed?

If you have rebooted since installing/uninstalling programs or updating Windows or programs, files inside the Temp folder can be safely deleted.

Is it alright to delete things in the Temp that are listed as applications? For example, there is an application called setup_wm and it's a "Microsoft Windows Media Configuration Utility". Also, someone told me it was alright to delete a yahoo install file for yahoo messenger and a HTM^File for yahoo mail that were in the Temp folder so I hope that was alright.

After rebooting, it is safe to delete all files and folder in the C:\Windows\TEMP folder, as long as none of it is something you are saving there.
Recommend you run the System Tools - Disk CleanUp utility first as it can clean out a few other items also.
