System Restore Trojan

I found a trojan after scanning with trojan remover. The trojan is called WINREG.Start and is on my C:\_RESTORE\TEMP\A0020447.CP$ file and when I use my anti trojan it can't fix anything...NAV doesn't even see it so what do I do to get rid of it. Because when i go to delete it, it won't let me because it says it might be in use.
Now i was told to DISABLE my system restore and that should do the job, but my problem is that i went into me windows ME and found that the system restore was already disabled, so what do i do next to get this thing out?

If system restore is already disabled and the infected file is in the protected _Restore, then the only way to clear it is with a Windows ME boot diskette. You have to boot the system with the Windows boot diskette and from the DOS prompt, delete the restore directory. Use:
