System Restore will not work/run. It looks as if it has re-set itself to earlier settings (goes thru all the motions)but when it re-starts itself, the message comes back as "Could not restore/no restore point".. no matter which point of restore I use. Also, when running scan disk and defrag, it shows that it is running (disk will revolve,defrag will say 30%,etc..)but both bars of progress are not "filling" up. I don't know if it just went thru the motions or if it really scanned/defraged my PC. WHAT A MESS! First, my monitor colors are gone (screwed up) and now this!

Boot from a full system floppy disk, or download and create one from
http://www.bootdisk.com
At the A:> prompt type
SCANREG /RESTORE
Choose from one of the five dates offered. OK out and reboot

Have you gotten any error msgs (MMSYSTEM.DLL, etc)Any trouble with Help files?
Reason I ask is just went thru this with relatives ME system, finally found that a drivers line was missing from the System.INI file under the first Boot section. MS article said to edit it back in, Things just started working again with NO errors. e.g.; SYSTEM RESTORE, Sound icon re-appeared, No help file error, Etc.
I did have to update vid driver (it grabbed driver from hdd cabs) and all OK.Note: Did online scan with House Call and found 3 JS... type bugs to delete (even though other scan was clean)
Try House Call, Also check if there is a System.INI line like "drivers=mmsystem.dll" (I think?) in the first BOOT section (of System.INI file). If it is missing, track this down thru MS-support site for WinME (errors for mmsystem.dll), to verify actions for yourself first. Good luck

It's a long shot but it worked for me.
Check your calendar setting to be sure it's correct. An incorrect calendar date stopped my System Restore.
