System Restore EXE file is missing

I want to run a system restore back to yesterday, but the rstrui.exe file to start system restore is missing. Is there any way to get it back from the backup files (and how do I do that?) or can anyone send me a copy of theirs? This friggin thing is driving me nuts.
Is that some help :-) Or you could locate WIN_17.CAB. Either on the computer or CD. Right-click it(WIN_17.CAB), then click "Explore". Look for the "rstrui.exe" in the right-hand side. Different ways but, I'll give one. Right-click the "rstrui.exe", then click "Extract" and choose were to place it. By way of what appears.
