So - all of your numerous other problems must be resolved?
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

the more programs you have running the lower your resources become. Stop programs from starting when you start your computer and you will notice a huge resource increase.
There are 10 types of people in the world, those who know binary, and those who don't.

It was surprising to me how eliminating the Screen saver and Wallpaper improved System Resources. I have 10 checks in RUN/msconfig/Startup that includes a UPS and a couple of Spyware apps. I chopped as many as I could, and note that Startup in Start/Programs can make an app keep starting AFTER you've unchecked it in Run/msconfig/Startup. Hope this helps.

That may well be true - especially so as you don't seem to follow up much in the questions you post.
Anyhow, 60% free resources isn't critical, but likely you could do better. The more resources you start out with, the more open apps you can have going.
WinME benefits greatly from shutting off some of the default bells & whistles - see ME Fixes (Trev's page seems offline?)
Also worth checking: Task List Programs and disable any useless (or harmful) processes

ok guys i followed the links but nothing changed but if its no big deal than i wont worry about it. thanx for the help tho. i do have another major problem however. the computer wont shut down. it appears as if its about to power down but doesnt. there is a black screen with a blinking cursor.

wow!!!!!!!! nvm those last messages. i restarted my computer a second time and the system resources are up to 98% at startup. thanks a ton to everyone who responded!!!!!!!

So where are we now? Good, bad or indifferent?
If CyberPatrol is causing problems, maybe remove it? It seems a bit like overkill, and likely there are less problematic alternatives.

the computer hasn't changed much. it seems to be running a little faster. ill try removing Cyber Patrol and see what happens
