System Recovery Problem

I have a HP Pavilion xt926 running windows ME, had many problems, so went to do system recovery using cd's that came with it. All was going well, but when it finished and the setup came on the screen was not right, overlapped could barely see the agrement screen and time zone stuff, but managed to get through it. Everything seems okay, but the "HP" logo on the desktop has a funny edges to it and the task bar has dotted red line around it, also graphics are out of wack (almost like safe mode). I have seen something similar to this when a system crashed on another computer. I tried recovery 3 times and still the same, whats up?. Is it a problem w/ harddrive, video card or OS, it's not the monitor, tried many. Please help

update the vidio drivers.look in device manager.
