STMGR.EXE running 100% CPU

I have had perpetual problem with ME and Internet Explorer lock up.
I just installed Process Explorer from Sysinternals.com (excellent!) which shows that CPU is going 100% in STMGR.exe. It never finishes and IE crashes or won't load or locks up. Games get jerky, etc.
I know that STMGR is required for System Restore, but it shouldn't bug out and crash stuff, either.
What should I do besides reboot every hour or two?
