Static VxDs/ Selective Start

At attempted startup, I got the blue screen with the message "VS32.msg missing or bad." Had to restart in Safe Mode. Followed Help screen info and isolated a VxD called VS32.VXD, which relates to recently uninstalled ESafe/VirusSafe firewall/anti-viral program. Can I safely delete this VxD? If I don't, do I have to keep starting up in Selective Mode? If I return to Normal startup, it re-enables the Static VxD, and the blue screen comes back.
