Start up trouble

I'd appreciate some advice - when I start my computer the fan goes, but it won't boot up. There is no power going to the screen or mouse. After a number of attempts at restarting, it will eventually boot up. I've changed the power supply, but it has made no difference. Once the computer is running, it is fine. Any suggestion please?

hello open the case and see if cpu fan is running if your just lissoning you only here the psu fan. its the only other one beside what you did changeing psu that might cause this. reseat all wires and cables.
