Start up programs

I had Ooutlook express in my start up programs so that I when I switched the machine on it would dial up and get my email while I could walk away and did something else. This worked fine.
Now I dont want to do this and have deleted OE from the start up folder (C:\WINDOWS\Start Menu\Programs\StartUp). I now find that at boot up time the computer still dials up through the modem even though oe is not running. Why does it dial up -my Start up folder is blank?
Open regedit and go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run Delete the offending Start-up program from the registry. (Good idea to back up registry first - Registry:Export Registry - safer!)

goto run type msconfig, go to startup and untick outlook and anything else you dont need except registry and systray.
