hi i have a 128mb 30gig hd hp and running with all unnecesary programs turned off im running at 50% free ram could this account for a very slow computer?

Yes, todays software "eats" Ram and usually after a program is closed the Ram that was allocated to it is not released by the OS. The only "fix" is to reboot and allow the OS to free your resources. Also close programs that are not needed or just do not allow them to load untill they are needed.

Or 50% free resources?

Ram and resources are not the same.
