If you have a Compaq computer, there's a known issue if the system.ini contains the line: Shell=c:\compaq\cpqshell.exe.
If you are trying to open My Computer, Control Panel or Printer folder when this happens, this can be caused by your system running an old version of plug-in. To cure this, go to start, run and type win-ini and click ok. Remove the reference to plugin.exe from the load+line.

If you don't have a Compaq and it's not happening as described above, then it could be a potential hardware problem.

Good Luck!
