i've just upgrade a win98se to winme. when i've open a regular folder this message pop-up. (click on the link below for image) http://hiennguyen2.homestead.com/files/erro/shell32.gif
after restart, it still the same.

Are you using a Compaq computer or a software enhanced keybord?

but is it safe? it's working now. but what are those files?

You don't delete those keys. You delete all the values within those keys. The compaq software(or any other keyboard software) will add values to these keys in order to make the "extra buttons" on your keyboard work the way they want them to.
Here is a quote from Microsoft's technet guide to the Windows 98 registry about those keys and what they do.
As always... Back up your registry before tackling anything in there... that way all you have to do is double click to get back to where you were.

View Preferences and the Registry
This section describes how Windows 98 stores View preferences for the desktop and windows that you open. View preferences include icon size, position, layout.Windows 98 stores up to 28 entries containing View preferences for the desktop and windows that you open in a most-recently-used (MRU) list. When you close a window, the View preferences are written to subkeys with the names 0, 1, 2, and so on, located in the following registry key:
HKEY_CURRENT_USER \Software \Microsoft \Windows \CurrentVersion \Explorer \Streams
The MRU list in the following registry key defines the order of the 28 entries:
HKEY_CURRENT_USER \Software \Microsoft \Windows \CurrentVersion \Explorer \StreamMRU
When the desktop or one of the windows is no longer included in the MRU list, the desktop or window uses the default settings the next time the desktop or window is redrawn or refreshed.
When you make a change to the desktop or a window, the View preferences for the desktop or window are moved to the top of the MRU list. That item remains on the MRU list until it reaches the 28th spot. When an item reaches the 28th spot and another window is closed, the 28th item is removed from the MRU list.
