Setup MSN Internet Access..How to remove

Hi all. On my desktop there is that 'pretty' little icon with the butterfly on it and it's function is, 'Setup MSN Internet Access'.
Do I really need it as I have my own ISP? How do I remove correctly it if not required?
It seems impossible to install Windows without the Online Services, even if you do a custom install and de-select all options within that category. The only thing you can do is go to Control Panel, Add/Remove Programs (Windows Setup Tab) and select Online Services and Uninstall. Then make sure you delete the Online Services Directory in C:\Windows. This is a pain in the ass as Microsoft should not provide icons and Folders for services that users elected not to install, certainly the case in all the installs I've done. As for the MSN butterfly icon, no one with any sense uses MSN access as an ISP since they actually charge by the minute (and this is the year 2002 when every other ISP gives unmetered access or a certain number of hours.
