it seems my computer was not shut down properly because on booting up it started on safe mode.
On restarting the computer on normal mode, the default resolution of this laptop is 1024x768, two problems arose:
-the screen resolution was very bad (the same as starting on safe mode 640x480) and it won't go back to my default resolution, 1024x768.
-after complete startup the mouse pointer arrow did not appear on the screen.I restarted under safe mode and after reading to ry to solve the problem. After starting again in normal mode I typed msconfig in the RUN box and under SYSTEM CONFIGURATION UTILITY i selected SELECTIVE STARTUP and unchecked "Process System.ini" option.
On rebooting the computer the resolution was still very bad 640x480 but the mouse pointer arrow appeared.
I have tried to change the display settings from the control panel and still the same 640x480 resolution.
My laptop has Windows ME, 800 Mhz, 254 Megas of RAM, and 8 Megs of Video memory. With all this I should at least get 1024x768 or 800x600 resolution.
I had this laptop for more than a year and I always use the default resolution 1024x768 under normal mode and never experienced a problem like this. I need to use the computer to do some design for a set of photos. It's impossible to work under this resolurion. Please HELP so I can change my resolution back to 1024x768.

Could it be a file which is corrupted or is something to do with the display drivers

you may need to reinstall a video display driver.
or you can try system restore as it can be undone.
start-programs-accessories-system tools-system restore.
it worked for me, when it is done restoring it will auto restart.

Very likely you need to reinstall video drivers.
Right click on My Computer, go to properties, device manager, expand the + beside display adapters (which means graphics cards), click on the driver listed, go to properties (bottom left), find the driver tab, click update driver, select specify the location of the driver, click on display a list of drivers in a specific location, click next, click have disk, and point Windows to the new drivers for your card and let it update. Reboot and see how it is. If you are still in trouble, download the latest driver from your card manufacturer and repeat the update. Also download the latest VIA 4 in 1 chipset drivers from here
