scandisk problem

hi everyone, Lately i encounter a problem with my scandisk. I have a good idea what the problem is but to solve it is another thing. Every time i try to scan my disq C, scandisk stop after a while with a message saying that it as started more than 10 times cause there is a program changing something on the drive. I realise that i got a program running in the background that is causing the problem but how to figured out which one and to stop that from happening? The same thing happen when i try to scan my disq with Norton AntiVirus 2001 once every two times just after the scan begin the computer freeze and i gotta reboot.

Use Ultimate Bootdisk from startdisk.com and run scandisk in dos.

Hit ctrl,alt,del and see what programs are running. Then shutdown the ones that are writing to the disk.

Before running Scandisk in Windows it's a good idea to close ALL background programs except Systray and Explorer (CNTRL-ALT-DEL, End Task). Also turn off your Screensaver.

Once again, the same question. The variation on this is I "I can't run defrag...." The search function on this site sucks, but try to look for past posts/solutions.
As for running in DOS, I guess that works, but you should NOT have to resort to that.
No matter what you (or anyone else) thinks of Norton, their Disk Doctor and Speed Disk beat Scandisk and Defrag by a country mile.
I never turn off my screen saver; neither Disk Doctor nor Speed Disk run long enough to even invoke the screen saver, which is set to turn on in 15 minutes.
Summary: I do not have a Defrag or Scandisk problem, I just want to be able to end it all when installing programs when it says close all programs..Don't know why people have problems Defragging and Scandisk, ...
