SCANDISK at startup

How do you switch off the scandisk at startup?
Another problem I have is that my pc seems to think it's been improperly shut down now & again, so the scandisk thing kicks in and the rest is history.
I'll probably just leave it and press cancel, but I'd like to know how to disable it anyway.
