Evertime I reboot my PC, it does a scan disk, even if I don't do an improper shut down. The scandisk can't finish cuz I have phisical erors, so even if I let it go, it can't finish it just jams up. is there anyway I can stop scandisk from going off? If not, how do I get rid of phisycal erors?

You can do this, click start>run>msconfig>click on the advanced button and check mark "Do not start scandisk after bad shutdown". Make sure there are no programs running in the background, including virus checker and screensavers when you do a scandisk.

Boot with Emergency Boot Disk.
Choose #4 Minimal boot
At the a:\ prompt type
C:
CD windows
CD command
scanreg
Select what you want from display
Let scanreg "fix" errors
When program finishes take floppy out before exiting
Hopefully your machine will boot normally.

Note: If you run Scanreg from within Windows after this you may get another error message, if so allow scanreg to repair again and your on your way.
